Terms of Use

Last updated: January 2025

By accessing or using IntelWatchers ("the Platform"), you agree to be bound by these Terms of Use. If you do not agree, do not use the Platform. These terms apply to all visitors, registered users, and contributors.

1. Platform Purpose

IntelWatchers is a community-driven platform for publishing and accessing threat intelligence research. Content is intended exclusively for defensive security purposes: threat detection, incident response, security education, and research. The Platform must not be used for offensive, illegal, or harmful activities.

2. Eligibility & Accounts

You must be at least 16 years of age to create an account. By registering, you represent that:

  • The information you provide during registration is accurate and current
  • You will maintain the security of your account credentials
  • You will notify us immediately of any unauthorized use of your account
  • You are responsible for all activity that occurs under your account

New accounts are granted PENDING status. Publisher access (the ability to publish articles) is granted at the discretion of IntelWatchers administrators following a review of your profile and intended contributions.

3. Contributor Content

By submitting an article or any content to IntelWatchers, you grant us a non-exclusive, worldwide, royalty-free license to publish, display, distribute, and index that content on the Platform and in associated services (e.g. the IOC database). You retain ownership of your original content.

You represent and warrant that:

  • You have the right to submit the content and it does not infringe any third-party intellectual property rights
  • The content does not contain data obtained through unauthorized access, illegal interception, or violation of computer fraud laws
  • Technical claims are based on evidence and accurately represent your findings
  • IOCs included are from confirmed malicious activity and are not likely to cause significant false positive harm
  • Any vulnerability disclosure follows responsible disclosure norms and relevant CVE assignment
  • The content does not contain malware, exploits, or code designed to harm systems

4. Prohibited Uses

You must not use the Platform to:

Offensive useUse threat intelligence, IOCs, or technical content to attack, compromise, or surveil systems you do not own or have explicit authorization to test
Illegal activityEngage in or facilitate any activity that violates applicable laws, including computer fraud, cybercrime, privacy, and data protection laws

ImpersonationImpersonate any person, organization, or security researcher
False attributionPublish fabricated threat actor attributions, fake IOCs, or intentionally misleading threat intelligence
Automated scrapingScrape or harvest content or IOCs at scale without prior written permission

5. Content Moderation

IntelWatchers reserves the right to review, edit, remove, or reject any content that violates these Terms, our editorial guidelines, or applicable law — at our sole discretion and without prior notice.

The article status workflow (Draft → In Review → Published) allows administrators to review submissions before publication. We may request changes, return articles to draft, or decline to publish content that does not meet our standards.

Accounts that repeatedly violate these Terms may be suspended or permanently banned. Violations involving illegal activity may be reported to relevant authorities.

6. Intellectual Property

Contributors retain copyright over their original articles and research. The IntelWatchers platform, brand, design, and original platform content are owned by IntelWatchers and protected by applicable intellectual property laws.

IOCs and threat indicators are factual data points — they are not copyrightable. However, the analytical text, structured reports, and unique investigative findings contained in articles are the intellectual property of their respective authors.

If you believe your intellectual property has been infringed on this platform, please submit a takedown request via our contact form or email abuse@intelwatchers.org.

7. Disclaimer of Warranties

THE PLATFORM AND ALL CONTENT ARE PROVIDED "AS IS" AND "AS AVAILABLE", WITHOUT WARRANTY OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WITHOUT LIMITATION WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY, OR NON-INFRINGEMENT. WE DO NOT WARRANT THAT THE PLATFORM WILL BE UNINTERRUPTED, ERROR-FREE, OR FREE OF HARMFUL COMPONENTS.

8. Limitation of Liability

To the maximum extent permitted by applicable law, IntelWatchers and its operators shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including but not limited to: loss of data, loss of revenue, operational disruption, reputational harm, or any damages arising from your reliance on content published on the Platform.

Our total aggregate liability for any claim arising out of or relating to these Terms or your use of the Platform shall not exceed USD $100 or the amount you paid us in the preceding 12 months, whichever is greater.

See our full Disclosure & Disclaimer for specific liability limitations related to threat intelligence and IOC use.

9. Indemnification

You agree to indemnify and hold harmless IntelWatchers, its operators, and contributors from any claims, damages, liabilities, and expenses (including legal fees) arising out of your use of the Platform, your submitted content, your violation of these Terms, or your violation of any third-party rights.

10. Termination

We may suspend or terminate your access to the Platform at any time, for any reason, including violation of these Terms, without prior notice or liability. You may also delete your account at any time via account settings or by contacting us. Sections 3 (license grant), 6, 7, 8, and 9 survive termination.

11. Governing Law

These Terms shall be governed by and construed in accordance with applicable law. Any disputes arising from or related to these Terms or the Platform shall be resolved through good-faith negotiation. We reserve the right to seek injunctive or equitable relief in any court of competent jurisdiction.

12. Changes to These Terms

We reserve the right to update these Terms at any time. Material changes will be communicated via the Platform. Your continued use after updated Terms are posted constitutes your acceptance of the new Terms. If you disagree with a change, your remedy is to stop using the Platform and, if desired, request account deletion.
